长三角海洋服务业协调与联动发展对策

从长三角整体出发,研究了海洋经济发展特征与形成的格局;阐述了海洋服务业体系与特点,并重点分析了长三角海洋服务业发展现状、潜力与存在主要问题;提出长三角各省市协调与联动促进海洋服务业发展的六方面对策:(1)建立长三角海洋经济发展管理协调机构;(2)实现港口资源整合与协调发展,做强港航物流服务产业;(3)完善滨海旅游资源布局,滨海旅游业一体化联动发展;(4)共建海洋科技服务体系,共享海洋科技信息服务;(5)联合打造海洋科教基地,培养海洋经济服务人才;(6)共同制订生态保护体系,提高海洋服务业可持续发展的能力。

Coordinated and Interactive Development Strategy of Marine Service Industry in Yangtze River Delta

Taking Yangtze River Delta as a whole,characteristics and development patterns of marine economic were analyzed;marine service industry system and its features were elaborated in this article firstly.Focusing on development status,potential and major problems of marine service industry in Yangtze River Delta,this article proposed provincial coordinate and interactive strategies from six aspects to promote marine service industry in Yangtze River Delta.These six strategies include:(1) Establishing coordination agency to management marine service industry;(2) Integrating and coordinating port resources,and enhance port and shipping services industry;(3) Improving the layout of coastal tourism to achieve joint development of coastal tourism;(4) Building marine scientific and technological service system through join forces,and share marine science and technology information service together;(5) Jointting effort to build marine scientific and teaching base,educate personnel major in marine service industry;(6) Jointly developing ecological protection system,improve capacity for sustainable development of marine services.
