区域中心城市产业转型能力的形成机制与构成研究

基于产业转型的内涵及类型分析,论述了区域中心城市产业转型能力的形成动力,解析了其构成要素。认为中心城市产业转型能力形成的根本动力在于技术创新与市场需求,直接动力是转型压力,包括与原始创新相关的转型压力、与二次创新相关的转型压力、政治-制度转型压力和区域外生的转型压力。静态地,区域中心城市产业转型能力包括产业的应压能力、察压能力、进入能力和退出能力;动态地,主要由马歇尔集聚外部性、雅各布斯外部性、城市化经济、相关多样性和区域人力资本等5个演化要素构成。

District central city industry transferring ability’s forming mechanism and construction research

Based on the analysis of the concept and types of the industrial transformation,this paper argued that the direct dynamics of the industrial transformation are the transformation pressures which include primary innovation-related transformation stress,secondary innovation-related transformation stress,political-institutional transformation stress and exogenous transformation pressure,but the basic dynamics is technical innovation and market demand.Second,it is the different industry transformation capacity(ITC) that leads to the differences among the performance of industrial transformation in different cities.ITC is property of the central city itself,which denotes the collective capacity of actors in a region to adapt by receiving and perceiving the transformation pressures and use them in creating new commercially viable products or making existing production more.ITC statically includes the capability to deal with the transformation pressure,the capability to perceive the transformation pressure,the capability to the new industry enter the industrial structure of the central city and the mature industry capability to exit the industrial structure of the central city;Dynamically,ITC mainly consist of the five evolutionary components of Marshallian agglomeration externalities,Jacobs’s externalities,urbanization economies,related variety and a control variable concerning regional human capital.
