| 摘 要： | 中央在十六届五中全会上提出了要建设社会主义新农村,而推行新型农村合作医疗制度是建设社会主义新农村的主要内容之一。农村合作医疗试点工程虽已取得一定成效,但与政府对该项制度设计的期望相比还存在较大差距。本文对其中的一些主要问题进行了较深入的分析和探讨,以期为寻求解决问题的措施和对策提供参考。
