| 摘 要： | 新农村建设是我国经济发展的重要目标之一.我国的新农村建设与发达国家的新村运动有着不同的背景,要求必然在可持续发展条件下实现.新农村可持续发展需要构建内外结合的支撑体系,通过外在正式制度约束建设主体行为,非正式制度激发农村建设者走可持续发展道路的积极性.这一支撑体系的建立存在着一定问题,建立严格执法体系,加强可持续发展教育和加强技术投入是解决这些问题的重要途径.
