深圳产业结构现状及其发展对策

深圳特区成立28年以来,经济快速发展的同时,也曾面临各种争议和严峻的挑战。在国际性产业转移和中国新重化工业化的大背景下,国内的经济发展进入了一个新的阶段。其中涌现出的一些热点地区,如珠三角、长三角和环渤海地区,这些地区在吸引大规模投资的同时,其所对应的产业结构也在不断地优化升级。中国加入WTO后的全方位开放,深圳作为特区的特殊优惠政策的取消,使作为中国改革开放前沿的深圳,在目前的国际国内形势下,面临如何创新与发展的问题。深圳现有的产业结构呈现轻型化的特点,存在重化工业的结构性缺失。深圳未来在大力发展高新技术产业的同时,应适度发展重化工业,即产业结构适度重型化。吸取国内外不同地区发展重化工业的经验教训,结合深圳现有的实际条件,应着重发展精细化工、汽车工业及装备制造业,同时加大科技研发的投入,为这些产业的发展作智能储备。深圳作为中国改革开放的"窗口",特区经济经过27年的发展,现在又到了一个新的关键时期,深圳产业结构的调整和转型是深圳经济跃上新台阶的必由之路。

SZ industry structure's present situation and its development countermeasures

Since its establishment 28 years ago, Shenzhen Special Zone has achieved rapid economic development and at the same time, faced various disputes and severe challenges. Under the major background of international industrial shift and new heavy and chemical industrialization in China, domestic economic development has entered a new phase. The newly-emerged hot spots such as the Delta of the Pearl River, Changjiang Delta and the region surrounding the Bohai Sea have attracted large-scale investment, and at the same time, the corresponding industrial structure is undergoing continuous optimization and upgrade. Under current international and domestic conditions, Shenzhen, the forerunner in China's reform and open-up, is facing the issue of innovation and development, as a result of the all-dimensional open-up after China's accession to the WTO, and cancellation of special preferential policies for Shenzhen as a Special Zone. The existing industrial structure of Shenzhen tends to be light, and there is a structural vacancy in the heavy and chemical industry. In addition to vigorous development of the hi-tech industry in the future, Shenzhen shall moderately develop the heavy and chemical industry, i. e. a moderately heavier industrial structure. Taking into account the experience of heavy and chemical industry development in different regions both at home and abroad, and based on Shenzhen's existing actual conditions, Shenzhen shall focus on developing the fine chemical industry, automobile industry and equipment manufacturing industry, and at the same time, increase the investment in sci-tech research and development, and make intelligence reserve for the development of these industries. As the window of China's reform and open-up, Shenzhen has undergone 28 years of development, and has now entered a new critical period. Adjustment and transformation of Shenzhen's industrial structure is an essential way of realizing another leap of the Shenzhen economy .
