| Abstract: | The paper firstly points out the importance that network contacts have to bringing about technical innovation and then studies the forming reason,the concrete conditions and the two forming ways of network contacts.At last,the paper studies how local governments should build network contacts in developing innovation networks of high-tech zones. |
