离岸外包报务业发展影响因素、印度经验及对中国的启示

构建了一个影响一国吸引离岸服务业务的各种因素作用的理论分析模型，分析了印度承接离岸服务外包的主要优势及该产业发展对其技术、经贸、就业、投资和企业实力等的提升作用，然后结合实际比较了中、印两国外包服务业发展情况及其利弊因素，最后提出应借鉴印度经验建立中国软件和服务公司协会，鼓励企业设立海外服务交付中心，支持国内服务外包，支持小型服务企业发展，提升相关人才教育培训水平和加强知识产权保护。

Factors of Development of Offshore Outsourcing Service Industry: India's Experience and Its Inspiration to China

The paper builds a theoretical model studying the effect of various factors on the attraction of offshore service. It analyzes India＇s main advantages of undertaking offshore service outsourcing and the effect of the industry on India＇s technology, economy and trade, employment, investment and enterprise strength. Based on the actual situation, it makes a comparative study of the development, advantages and disadvantages of offshore service outsourcing industry between China and India. Finally, it proposes that China should draw on India＇ s experience to establish a national association of software and service company, encourage enterprise to set up oversea service delivery center, support domestic service outsourcing and the development of small service enterprise, improve the education and training level of relevant person- nel and strengthen the protection of intellectual property.
