建立覆盖城乡居民社会保障体系的制度研究

建立覆盖城乡社会保障体系,需要解决"人民群众的生存发展需求、政府的社会保障制度责任、社会保障制度资源的支撑能力"三个命题.提出构建"广覆盖、多元化、高层次"的社会保障体系制度模式,实现完善的覆盖城乡居民社会保障体系.认为建设覆盖城乡社会保障体系,应当建立不同的社会保障群体的制度平台,实现社会保障政策之间的转移过渡,建立不同的社会保障体系制度群体的政策通道,促进城乡社会保险体系、社会福利和社会救助体系等制度建设.

The Study on Establishing the Social Security System Covering All Residents in Rural and Urban Areas

It needs to figure out "three propositions" which are "people's demands of existence and development,government's institutional obligation of social security and the supportive ability of social security system resources" in order to establish the social security system covering all residents in rural and urban areas.This paper put forward to construct an institutional model of social security system which is wide coverage,diversification and high level to realize a perfect social security system covering all residents in rural and urban areas.This paper considered that in order to construct the social security system covering all residents in rural and urban areas,it should establish an institution platform of different social security population,realize the transfer and transition between social security policies,build up the policy channel of different institution population of social security system,promote the institution construction of social insurance system,social welfare and social assistance system in rural and urban areas.
