环境规制对技术创新影响的理论分析

环境保护和技术创新是当前学界和政府关注的热点问题。目前,关于两者之间关系的理论阐述仍显不足。从技术创新的形成机制为切入点,从技术拉动、市场推动和政策驱动三个角度分析技术创新的内在机制;从正面效应和负面效应两个角度阐述了环境规制这一政策措施对技术创新的影响。研究表明:环境规制从生产、消费和政策刺激效应多方面对企业的技术创新产生激励作用;但也会挤占企业的创新资金、增加企业的创新风险和转换成本。同时,技术创新需要从源头发明抓起,这需要政府给予更多的资金方面的政策扶持。

The Analysis of the Impact of Environmental Regulation on Technological Innovation Mechanism

Environmental protection and technological innovation are hot issues which are closely concerned by academic world and government.At present,the theoretical explanations on the relationship between these two things are still insufficient.Firstly,with the formation mechanism of technological innovation as an entry point,this article will analyze the internal mechanism of technological innovation from three angles(technology-driven,market-driven and policy-driven).Moreover,the impact of environmental regulation on technological innovation will be elaborated from positive effects and negative effects.Studies have shown that: First,the environment regulation will from the stimulating effect of technological innovation of enterprises form various sides such as production,consumption and policy-driven.However,it will also squeezes the innovation capital of the enterprise and increase the risk of innovation and switching costs.Second,technological innovation needs to be grabbed from the source of invention,which requires the Government to give more money and policy support.
