| 摘 要： | 本文认为贫穷省份和富裕省份的基础设施设施建设存在趋同现象,这种趋同性趋势主要源自地方政府间的财政支出竞争,在财政分权的模式下,地方政府迫于强烈的发展意识和政绩需要,往往将基础设施建设作为工作的重心,在财政支出中强调基础设施投入并与其他平级政府进行攀比和竞争。 |
