| 摘 要： | 公平是相对于不公平存在的。对弱势群体来说是不公平的情况,不能指望强势群体主动来改变,而这正是政府的责任所在。在市场有限介入教育领域的情况下,政府如何调节教育机构和受教育者之间的关系?教育政策的角色和作用就显得至关重要了。

| Abstract: | Fairness is relative to unfairness. For vulnerable groups it is not fair, and they can＆#39;t rely on the powerful group to change it, so it is exactly the government＆#39;s responsibility. In the market under the condition of limited involvement in education field, how to adjust the education institutions and the relationships between the educatees？ The role of education policy is crucial. |
