关于陕西农村人才问题的思考

摘    要:目前,陕西农村人才存在的主要问题是农村劳动力文化素质普遍偏低,各类技术人才和经营管理人才缺乏,优秀人才流失等。造成这些问题的主要原因包括二元经济结构导致的农村落后及人才流失,农业生产特点决定劳动生产力的提高受到限制等。应该从强化政府导向,制定科学的人才发展计划、培养经济带头人等方面入手,解决陕西农村人才短缺等问题。

Abstract:The key problem of Shaanxi rural human resources lies in the level of general eclucatlon is too low, me defficiency of technical and managerial personnal and the drain of talent, etc. The main reasons includes the dual structure in urban and rural economy, the characteristic of the agricultural production and so on. Therefore, the government should attaches the importance and support the training of the rural human resources, work out the scientific program of human resources training and development to solve the deficiency of the rural human resources.
