关于陕西农村人才问题的思考

目前，陕西农村人才存在的主要问题是农村劳动力文化素质普遍偏低，各类技术人才和经营管理人才缺乏，优秀人才流失等。造成这些问题的主要原因包括二元经济结构导致的农村落后及人才流失，农业生产特点决定劳动生产力的提高受到限制等。应该从强化政府导向，制定科学的人才发展计划、培养经济带头人等方面入手，解决陕西农村人才短缺等问题。
