摘    要:土地征收是我国农村土地“转换”为城市建设用地的唯一合法途径。文章从土地供求的影响因素出发,对土地征收的驱动机制进行了理论验证。结果表明,城镇化水平、农用地禀赋、政府比较收益、土地市场化程度是推动土地征收规模扩大的主要驱动力量;而农民比较收益的提高则显著地抑制了土地征收规模,加强土地市场监管也能约束土地征收;非农投资水平对土地征收的驱动作用不是十分明显。对此,文章提出了相应的政策建议。

Abstract:Land acquisition becomes the only lawful mean which is absolutely monopolized by the government. In this paper we construct a theoretical framework of land acquisition, and make an empirical analysis using the data of provincial level between 2003 and 2006. Results indicate that the urbanization level, the agricultural land endowment, the government comparative benefit, the land marketability degree, the farmer comparative benefit and the land market supervision are the main driving factors, but the non-agricultural fixed assets investments are not very obvious. As a result, some valuable propositions are presented.
