云南偏远民族山区农村公共文化服务体系建设的调查与思考——以开远市碑格乡为例

农村公共文化服务体系建设是满足农村群众文化需求、保障其基本文化权益的重要途径。由于地理、历史、经济等原因,偏远少数民族山区成为云南农村公共文化服务体系建设＂遗漏的角落＂和瓶颈。开远市碑格乡的实地调查表明,云南偏远民族山区农村公共文化服务体系建设存在着供需矛盾突出、建设成本高、补助标准低、缺乏地域民族特色、文化工作经费被挪用、文化设施管护不够、利用率低、农村文化人才严重缺乏等问题。

The Investigation and Thinking of Constructing the Rural Public Cultural Service System in Remote Mountainous Areas of Minority Nationalities in Yunnan——Take the Township of Beige in Kaiyuan for Example

Constructing the rural public cultural service system is the important way to meet the farmers’ cultural needs and safeguard their basic cultural rights.Because of the geographical、historical and economic factors,the remote mountainous areas of minority nationalities turn into the forgotten cells and choke point in the construction of the rural public cultural service system in Yunnan.The field research in the township of Beige in Kaiyuan shows that the problems are found in the construction,such as the contradiction between supply and demand、the high cost of construction、the low Standard for Subsidy、lack of regional ethnic characteristics and cultural talents、the misappropriated Cultural work funds、the unenough Cultural facilities management and low utilization rate etc.
