林业可持续发展的财政困境与对策

运用公共产品理论,提出林业可持续发展属于公共产品,并指出由于财政资金总量不足等原因,使得财政支持能力与林业可持续发展需求存在差距。文章提出应明确界定财政林业投入的范围和力度,改革财政对林业投入的方式,健全财政监督和资金使用管理,引导和吸引社会资金进入林业领域,以促进我国林业的可持续发展。

The Financial Problem and Measure in Forestry Sustainable Development

Used the public product theory,the forestry sustainable development can be definited into the public product.However,the reasons for total financial fund is insufficient,the forestry finance investment ratio is weak and so on,the financial support ability and the demand of forestry sustainable development exist disparity.In this article,we propose that we should make clear the scope and the dynamics of the limits financial forestry puts,reform the financial measure which puts to the forestry,manage the perfect financial supervision and the fund using,guidance and attract society fund which enters the forestry domain,in order to promote the forestry sustainable development in china.
