| 摘 要： | 广东经济国际化正面对国际技术性贸易壁垒的严峻挑战，对我国传统制造业、食品生产业、高科技制造业产生了严重影响。广东应对国际技术性贸易壁垒存在局限性。贸易摩擦常态化折射出全球化进程中的利益博弈。只有积极反技术性贸易壁垒，才能保障广东创造走出国门。因此广东应以维护广东产业安全为核心，本着“整合资源，超前应对”的方针，采取预警为主，主动磋商、国内反制，民间化解、攻防兼备，区别对待的原则，发挥海关优势，建立国际产业竞争预警机制与体系，由贸促会扶持商会组建国际公平贸易促进联盟，建设贸易摩擦民间磋商机制，由科技厅资助产学研创新联盟展开跨国合作研制国际产业标准，建立内外经贸扶持政策的协调机制。
