| 摘 要： | 本报告以广东低碳省份试点为背景,分析了广东率先开拓低碳发展的比较优势与难点,提出了广东低碳发展的体制机制完善和政策配套措施要点,对广东低碳发展的产业体系、能源体系以及低碳农业和低碳文化实施路径提出了相关的政策建议。
