基于生态文明建设的对外经济发展方式转变研究

改革开放以来我国对外贸易和投资取得举世瞩目的成就，但对生态环境造成不利影响。货物贸易粗放增长加剧资源消耗和污染排放，服务贸易发展水平较低不利于生态文明建设，外商投资带来的出口扩大和污染产业转移加剧国内环境恶化，对外直接投资影响东道国环境。为了推动生态文明建设，必须加快转变对外经济发展方式。发展货物贸易要实施以质取胜战略；提升服务贸易发展水平促进经济清洁发展；提高利用外资质量，消除污染产业向国内转移；改善对外投资环境管理，树立中国企、止新形象。

A Study of Foreign Economic Development Mode Shift from Perspective of Ecological Civilization Construction

China foreign trade and investment, although obtaining great achievements since its reform and opening up, brings about adverse impacts on ecological environment： The extensive growth of goods trade aggravates resource consumption and pollutant emission; low-level development of service trade counts against ecological civilization construction; export expansion and polluting industry transfer from foreign investments deteriorates domestic environment, and FDI affects the host country＇ s environment negatively. Therefore, foreign economic development mode transformation must be quickened in order to promote ecological civilization construction. This paper suggests that quality strategy should be given top priority in goods trade; service trade development level should be lifted to promote clean economic development; the transfer of foreign polluting industry into China should be eliminated by improving the quality of FDI utilization; and that the FDI management should be improved for China industry to set up a new image.
