试析清初全国耕地数大幅度下降的原因

清初全国耕地面积较之明代中期大幅度下降，主要原因，一是由于清初统治者实行的剃发、圈地、投充、逃人、迁海等一系列弊政对社会生产造成了很大的破坏，致使耕地大面积抛荒；二是由于顺治年间局势动荡，统计者实行的垦荒政策很大程度上是为了解决军事差派和军馈开支，因而成效并不显著。本文就这两方面的原因进行了详细的分析与论述。

On the Cause for Great Descent of the Amount of Cultivated Lands in Early Qing Dyansty

This article discusses why amount of cultivated lands all over the country in early Qing dynasty greatly descended.Firstly,the rulers in early Qing dynasty carried out bad policies ,which included having Han people's haircut,enclosing cultivated lands,permitting Han peasants who lost lands to become servants of Man nobles,making laws to prevent servants from running away andmoving coastland's people into inland.These bad policies destroyed social production greatly and lying large cultivated lands waste.Secondly,owing to the turbulent situation during the Shun Zhi Age,the policies of reclaiming wastelands implemented by the rulers were for solving military supplies,so the effect was not marked.
