总结经验 振奋精神 努力把退耕还林工程建设推向科学发展的新阶段

回顾了退耕还林工程建设10年进程、主要政策及法规精神,总结了工程10年的成效与经验,论述了做好新时期退耕还林工程的重大意义,部署了当前和今后一个时期退耕还林工程的相关工作。到2008年底退耕还林工程中央已投入达1918亿元,到2021将达4337亿元。退耕还林工程在改善生态环境、调整农村产业结构、促进农民增产增收、促进社会转型、提升中国政府形象等方面影响深远。统筹兼顾、注重民生、直补到户、个体承包、责任到省、强化管理是退耕还林工程取得成功的重要经验。做好新时期退耕还林工作是我国推进生态文明建设、增加森林碳汇、拉动内需、维护社会稳定的重大举措。推进和巩固新时期退耕还林工程要做好加强组织领导、巩固现有成果、切实落实政策、提高工程质量、保护合法权益、提升管理水平等工作。
