我国新城镇化建设中金融支持问题研究

新城镇化是未来十年我国调整经济结构、扩大内需的主要着力点,其发展建设离不开金融的有效支持.本文论述了新城镇化的内涵和意义,并基于城镇中的转移人口、产业发展、基础设施和公共服务设施建设三个角度分析了金融支持新城镇化建设的作用机制,即新城镇化的核心是以人为本,全面提升人口素质;通过资本供求机制和资源配置机制支持新城镇化中的产业;支持新城镇化中的公共品建设.在此基础上反思了我国在传统城镇化进程中金融支持存在的问题,即缺乏国家层面的金融战略长远布局、金融对人的城镇化支持力度不足、地方政府投融资平台债务风险巨大和金融资源过于青睐大城市和大企业等,进而有针对性地提出了创新金融产品,拓宽金融服务领域;完善金融体系,建立风险补偿机制;创新融资模式,大力发展资本市场等对策建议.

A Research on Policy of Financial Support in China in New Urbanization Construction

The new urbanization in China will be the focus of the next ten years, aimed at adjusting the economic structure and ex- panding the domestic demands, whose development can not do without the effective financial support. This paper first discusses the connotation and significance of the new urbanization, and then analyzes the mechanism of the financial support to the new ur- banization from three aspects ： the population transfer, the development of industry, and the construction of the infrastructure and public service facility, that is to say, the core of the new urbanization is people oriented and improving population quality, sup- porting the industry of the new urbanization through the mechanism of capital supply and demand as well as resource allocation, supporting the construction of public goods. On this basis, problems of the financial support in the perspective of the traditional urbanization process in China are introspected, such as lacking of the overall arrangement of financial strategy on the national lev- el, the insufficient support of finance, the huge debt risk of local government investment and financing platform, the financial re- sources over- favoring big cities and corporations, and so on. And then this paper put forward following countermeasures and suggestions： innovating financial products, expanding the area of financial services, perfecting the financial system, establishing risk compensation mechanism and innovating financing model to develop the capital market vigorously.
