| 摘 要： | 本文首先运用DEA方法测度了1998～2004年中国31个省区工业的Malmqusit生产率指数、技术效率和技术进步，然后检验了环境规制对工业技术效率、技术进步和生产率增长的影响。主要结论是：增加治染投资和减少工业SO2排放对工业生产率没有明显的影响。这是由于它们对生产率的两个组成部分的影响相抵消所致。一方面，排放减少使技术进步下降，治污投资增加不显著地推进技术进步。另一方面，排放减少使技术效率提高，治污投资增加对技术效率有负向影响。
