| 摘 要： | 我国社会保障体系建设已经取得了显著成就,但受制度理念的制约,在其发展过程中也暴露出一些缺陷。社会保障的本质在于为人的生存和发展服务,我国社会保障体系设计应当突出为人性的理念。以反贫困和风险控制为基本任务,以促进公平为价值追求,以提升人的发展能力为核心要务,在此基础上加快解决城乡二元分治的社会保障结构问题,逐步实现城乡居民平等地享受社会保障。
