| 摘 要： | 文章通过对国有地勘单位改革历程的回顾以及对中央有关改革文件精神的深度解读,分析了改革陷入迷茫的原因,并提出了地勘单位企业化方向就是建立"地勘企业",而非一般意义的国有企业.同时,指出地勘单位企业化是一个整体行为,不存在一部分转为企业、一部分保留事业的现象.企业化是一个渐进的"过程",需要等待社会保障体系和矿业权市场的两个完善.文章分析了当前地勘单位企业化面临一些实际问题,提出了实现企业化路径的总体思路和具体建议.

| Abstract: | This paper points out that the enterprise-oriented reform of geological prospecting units is to establish a geological prospecting enterprises completely,not partly.We should propel geological prospecting units to operate like an enterprise gradually forward with the continuous improvement of social security system and mining rights market.Furthermore,this paper offers the overall thoughts and specific suggestions for realizing enterprise based on some practical problems. |
