| Abstract: | Policy and system are two major elements affecting the development of suburban areas.By reviewing the historical development of suburban areas,the paper analyzes the reasons interms of policy making,system innovation and funding by loaning the findings in this field at home and abroad.It is intended to seek the ways and the oretical support for the coordinating development and appropriate policy making. |
