| 摘 要： | 通过对北京市失业保险制度发展历程的回顾,对北京市失业保险基金在保障生活、促进就业和预防失业方面的作用进行了客观评价。面对金融危机带来的挑战和机遇,北京市在发挥失业保险功能方面存在着一些问题与不足,应在进一步发挥失业保险基金促进就业、预防失业的功能方面采取常态化、制度化的对策。
