对设立职工基本医疗保险个人帐户的质疑

我国现行的职工基本医疗保险实行社会统筹和个人帐户相结合的制度，其中的个人帐户在实际执行过程中暴露出一些问题，本文主张取消职工基本医疗保险的个人帐户部分，相应实行门诊（小病）自费的制度，即“小病自费，大病统筹”。

Our country has now set up a system that the employee's medicare fee is both socially-funded and individually funded.However,some problem appears during its operation.The paper suggests that the individual account should be cancelled and the minor diseases should be treated with the personal income while the serious diseases are treated with the socially-funded part.
