| 摘 要： | 农村基础设施对于农民、农村、农业具有重要作用.由于国家的投资力度较低、集体投资能力不足,农户自主供给公共基础设施的积极性不高,我国农村基础设施投资远不能满足农村发展的需要."沙化现象"的存在导致农村基础设施建设中农民的合作意愿缺失."沙化现象"的解决在于完善农民的需求偏好表达机制,对农民自愿提供的基础设施给予一定的配套补助,加强农村人力资本投资,明确村级组织的自治职能.
