四川秦巴山区可持续生态补偿模式研究

生态补偿是欠发达山区精准脱贫的重要手段、绿色发展的重要途径。由于传统政府主导模式不可持续、市场主导模式有待健全,提出四川秦巴山区应采用政府与市场结合、利益相关者参与的可持续生态补偿模式,设计补偿原则、方式和标准;针对四川秦巴山区天然气资源开发利用问题,提出协调共建天然气综合开发利用示范区,通过建立区际横向补偿机制、完善资源产地补偿机制、强化生产企业环境责任、实行补偿清单式管理等举措,推动实施可持续的生态补偿。

Sustainable Ecological Compensation model for Sichuan Qinba Mountain Area

Ecological compensation is an important way for environment protection and green development in undeveloped mountainous areas .Since the traditional government‐led model is not sustainable ,and the market‐driven model needs to be improved ,the author proposed that the Sichuan Qinba Mountain Area should imply a sustainable ecological compensation model ,combining the government and the market ,encouraging multi‐stakeholder participation .According to the characteristics of the Sichuan Qinba Mountain Area ,the principles ,methods and standards of the ecological compensation are designed .For the exploitation and utilization of natural gas resources in Sichuan Qinba Mountain Area ,the multi‐stakeholders should collaboratively build a Demonstration Area .Through establishing inter‐regional transversely compensation mechanism ,improving resource origin compensation mechanism ,strengthening production corporate environmental responsibility ,and implementing compensation inventory management ,sustainable ecological compensation could be implemented .
