政府是化解我国“三农”难题、统筹城乡发展的主体

要从根本上解决我国的"三农"问题,必须彻底破除由政府设置的城乡二元结构体制。而要达到这个目标,从现在起,就要着力加大统筹城乡发展的力度,逐步转变政府职能以及把城镇化的重点放在促进农民工转变为市民。在这一过程中,其绩效如何,相当程度上取决于政府的意愿及其所采取的政策的力度。政府始终发挥着主导的作用。
