| 摘 要： | 农民工是经济体制转轨和社会转型时期形成的特殊社会群体,在农民工市民化进程中,仍然存在着户籍制度设置障碍、社会保障权利缺失、法律保护缺位、自身素质缺失等现实困难,出现了农村劳动力的逆向流动。只有通过改革户籍制度,制定完善保护农民工合法权益的法律、法规和政策,构建过渡性农民工社会保障制度,提升农民工主体素质,才能助推和加快农民工的城市化进程。

| Abstract: | Migrant worker is a special social group of economic system shunt and social transition. The variety of dif- ficuhies in migrant workers＇urbanization has led to the reverse flow of rural labor. Only through the reform of census register system ,formulating legal rights laws to improve the protection of migrant workers, establishing transitional social security system and promoting the quality, we can promote and accelerate the process of migrant workers in the city. |
