新农村建设进程中农村公共产品长效筹资机制研究

加快推进新农村建设，关键是增加农村公共产品的长效供给，前提是解决筹资问题。文章基于经济学视角对构建农村公共产品长效筹资机制进行了深入分析，并指出在农村公共产品筹资过程中，主体区分和机制构建是一个有机统一的整体，必须统筹兼顾。同时，农村公共产品供给资金的筹措应采取政府主导、市场化运作、社会参与相结合的多中心筹资模式，即通过政府（财政）筹资、市场筹资和其它方式筹资来实现。
