煤炭城市农村居民点整理的驱动力与问题研究——以淮北市为例

煤炭的大量开采导致大量采煤塌陷地的产生,采煤塌陷地不仅对当地的生产、生活和社会经济发展造成了很大影响,也给土地管理部门的日常土地管理工作带来一定的困难,成为制约众多煤炭城市发展的瓶颈问题。农村居民点整理在保护耕地、保障社会稳定、腾退建设用地、促进城乡一体化等方面都具有非常重要的作用,成为煤炭城市解决稳定与发展问题的必要手段之一。研究在对煤炭城市农村居民点整理的特点以及可能存在问题进行分析的基础上,提出了相关对策建议。
