耕地质量等别监测成果应用方法研究

摘    要:文章提出将耕地质量等别监测成果应用于耕地质量重点保护区和耕地质量重点提升区划定的方法,并在阐述确定耕地等别限制因素及其限制系数计算方法的基础上,将耕地限制类型与中低产田改造类型进行对应,制定了"最大限制因素及其限制系数+第二限制因素及其限制系数+…+最小限制因素及其限制系数"的耕地等别限制因素组合命名规则,将耕地质量等别监测成果按此规则命名表达,在划定耕地质量重点提升区的同时,方便把握耕地质量改造方向和时序安排。耕地质量重点保护区的划定方法是,提取监测成果中高等别耕地、等别提升耕地与规划基本农田重合的部分提取出来,删去其与规划为非农用地重叠部分,将其集中连片的部分,其与土地整治规划区一起划为耕地质量重点保护区;耕地质量重点提升区划定的方法是,提取监测成果中低等别耕地和等别降低耕地,删去其与规划中非农地重叠部分,然后根据耕地等别限制因素改造的难易程度,将其中含有较易和中等改造难度的限制因素类型的耕地列为质量重点提升耕地,将其集中连片的部分与土地整治规划区一起划定为耕地质量重点提升区。

Abstract:The results of monitoring cultivated land quality can be used to define key areas of protecting cultivated land quality. This paper presented the methods of defining key areas of protecting and improving cultivated land quality by using the results of monitoring cultivated land quality. Based on determining cultivated land gradation type and the limited coefficient of limited factor for cultivated land gradation, this paper matched the types of culti-vated land gradation and transformation of low-yield, established a regulation to name the combination of the culti-vated land gradation types, which was " the biggest limit factor and its limit coefficient + the second limit limit factor and its limit coefficient + …… + the least limit factor and its limit coefficient". This naming regulation can be in favor of making sure the direction and the timing sequence of improving cultivated land. The methods of desig-ning limited coefficient of limited factor for cultivated land gradation were to calculate the actual contribution value and the maximal contribution value of grading index for cultivated land natural value. This paper divided the limited factors into three classification according the value of limited coefficient, i. e. , the minimum limited factor(0≤k≤0. 1),the medium limited factor(0. 2≤k≤0. 5), and the maximum limited factor(0. 5≤k<0. 1). The method of defining key areas of protecting cultivated land quality was to extract the high quality or quality increased cultivated land from the monitoring results,delete the part of overlap with the planning non-agriculturalization land. The areas consisting of concentrated cultivated land weredefined as key areas of protecting cultivated land quality with the planning reclamation areas.
