建设节约型社会 应从重化工业入手

重化工业的发展对于我国的工业化具有极其重要的作用,并且其发展一直保持较高的速度,在国民生产总值中的比重高于轻工业。但按传统模式发展重化工业将会受到资源、环境等方面的制约,难以为继。因此,建设节约型社会应从重化工业入手,通过法律的、经济的、行政的手段,调动企业节约资源、保护环境的积极性,实现社会经济发展与资源环境的协调和良性循环。

To Establish a Conservation-minded Society, We Have to Start with Heavy Chemical Industry

The development of heavy chemical industry has great important function for China's industrialization.Heavy chemical industry has kept a high development speed and its proportion is higher than that of light industry in gross national product(GNP).The paper points out that depending on the traditional pattern to develop heavy chemical industry will be restrained by several aspects,such as resources and environment.For this reason,establishing a conservation-minded society,we have to start with heavy chemical industry.We will work to mobilize the initiative of all the enterprises to conserve resources and protect environment so as to realize the coordination and virtuous circle of development of the economy and society and resources and environment through a combination of economic and legal means,plus administrative means.
