| 摘 要： | 解决社会主义新农村建设中的资金问题是关乎新农村建设的关键。深化农村金融改革与创新，建立分工合理、功能齐全、辐射全面、互助互补、适合黑龙江省新农村建设要求的农村金融体系，加快业务经营战略转型，改善新农村建设信贷资金供需矛盾，是推动黑龙江省社会主义新农村建设的关键。
