粤港澳大湾区蓝色经济绿色发展对策研究

“海”是湾区的核心资源要素,粤港澳大湾区因海而兴、因海而富、因海而强、因海而美,蓝色经济是粤港澳大湾区未来健康可持续发展的主要动力和重要支撑。阐述了蓝色经济绿色发展对于粤港澳大湾区的重要意义,提出了开展海洋基线调查与评价、打造国际一流的美丽湾区、建设海洋与海岸带空间信息平台等主要举措,并从海洋环境质量变化趋势、海洋灾害对沿海地区经济社会影响、海洋生态系统健康状况、蓝色经济发展状况等方面提出效果评估方法,为实现粤港澳大湾区“水清、岸绿、滩净、湾美、物丰、人和”的美丽湾区建设目标提供了有效途径。

Research on the Countermeasures of Green Development of“Blue Economy”in Guangdong-Hong Kong-Macao Greater Bay Area

“Sea”is the core resource element of the bay area,Guangdong-Hong Kong-Macao Greater Bay Area is prosperous,rich,strong and beautiful because of the sea;blue economy is the main driving force and important support for the future healthy and sustainable development of the greater bay area.This paper expounds the significance of green development of blue economy for the greater bay area,puts forward the main measures of carrying out marine baseline survey and evaluation,building a world-class beautiful bay area,building a marine and coastal zone spatial information platform,etc.,and from the changing trend of marine environment quality,the impact of marine disasters on the economic and social development of coastal areas,the health status of marine ecosystem,the evaluation method of blue economic development provides an effective way to achieve the goal of“clear water,green shore,clean beach,beautiful bay,abundant resources and harmonious people”.
