我国农村征地制度的改革和完善

在我国，农村征地中产生的种种矛盾，直接影响了经济发展和社会和谐。根本原因就是征地制度及其法规有缺陷和不完善。因此，要严格界定公共利益范围，按市场经济要求转换政府职能，按市场机制定价及合理分配补偿资金，健全纠纷调解和法律诉讼等途径，来改革和完善农村的征地制度。

Many contradictions in china’s rural land acquisition directly affect the development of economy and the harmony of society.The surface reasons for the problem are many,including the drawbacks of land ownership,the unequal position of expropriated peasants,land unit and local government,and the unfair pricing mechanism;while the deep reason is the defect and imperfect in landing system and its laws and regulations.Therefore,it is necessary to clarify the legal status of land expropriation parties,strictly define the range of public interest,swift government functions according to the requirement of market economy,pricing according to the market mechanism,reasonably distribute the compensation funds and improve the dispute mediation and action at law.All these mentioned above are needed to reform and improve the landing system and its laws and regulations.
