| 摘 要： | 南部非洲关税同盟是当今非洲整合程度最高的经济一体化组织之一。文章介绍了该关税同盟的基本情况以及《2002年南部非洲关税同盟协议》的基本内容,并对2002年协议实施后关税同盟的发展与问题进行了分析。文章认为,南非是关税同盟发展中一个不可回避的因素,无论是关税同盟成员国本身还是外部行为体都必须正视。

| Abstract: | Southern African Customs Union is one of the most integrated regional cooperation organizations in Africa.This article presents a brief introduction to SACU and its 2002 agreement and analyzes the SACU’s development and challenges after the initiation of the 2002 agreement.The article argues that South Africa is a basic and key element for the SACU,which both the member states and the external partners must pay attention to. |
