垃圾焚烧发电是一项能达到多赢效果的新兴产业，已日益成为各国处理垃圾的主要方式。自我运营的赢利能力低和环保问题是影响垃圾焚烧发电企业产业化的两种隐忧，克服它们需从增强技术安全度、拓展技术转让方式和创新技术扶持体系，提高设备国产化的能力，多方面开拓投融资方式解决建设垃圾发电厂所需的巨额资金来源，通过制度创新多方面降低经营成本四方面努力。

Problems in the Industrialization of Refuse Incineration-power Generation and Possible Solutions

The refuse incineration-power generation industry which can benefit all stakeholders is a newly emerging industry, and refuse incineration-power generation is gradually becoming the main method of refuse disposal in the world. However, the poor profit-making ability of the industry and the environmental protection problem are two factors that will impede the industrialization of refuse incineration plants. To overcome the two barriers, the following solutions are proposed in the paper: enhancing the technological safety degree, expanding the technology transfer patterns and developing the technological innovation support system; enhancing the localization of equipment; adopting various investment and financing patterns to guarantee the sources of huge sums of funds required by the construction of refuse incineration plants; and reducing the operating cost through system innovation.
