| 摘 要： | 看病难、看病贵问题的实质是医疗服务市场的供需不平衡与医疗保障体制不健全综合作用的结果,其根源是医疗服务的市场失灵和政府干预低效。解决这一问题的关键在于政府在增加投入的基础上修正其对医疗服务市场的干预政策,这种修正应主要体现在医疗卫生体制、药品流通体制和医疗保障体制三个方面。
