| 摘 要： | 由虚拟水的概念出发,指出虚拟水具有虚拟性、可交易性、灵活性等特点,分析了水资源的管理层次,从开发、利用、保护三方面指出我国水资源管理存在的问题,并提出了管理指标度量工具创新、水资源管理领域创新、水资源＂开源＂＂节流＂方式的创新、消费观念的创新4种管理创新方法。

| Abstract: | Based on its concept,the virtual water was put forward to be of three characteristics of virtuality,tradability and vividness.The management hierarchy was analyzed.The existing problems in the water resources management in China were discussed from three aspects of development,utilization and protection. The following four methods for innovative water management were proposed： innovation of measuring tools for management indices,innovation of water management area,innovation of ways for increasing income and decreasing expenditure and innovation of change of consumers＇ attitudes. |
