利用东平湖调蓄的南水北调东线工程水价增量研究

针对东平湖既是南水北调东线工程重要的调蓄水库,又是黄河下游重要蓄滞洪区的现实,认为有必要对东平湖增加的建设和运行成本进行合理分摊,并据此采用两部制水价模式,核算南水北调东线工程水价的增量。结果表明,南水北调东线一期工程基本水价的增量是0.004元/m^3,计量水价的增量是0.004元/m^3（非农业用水）、0.003元/m^3（农业用水）。

Water price increment of Eastern Route Project of South-to-North Water Diversion based on regulation and storage of Dongping Lake

Dongping Lake is an important regulation and storage project for the South-to-North Water Diversion and an important flood detention basin in the lower reaches of Yellow River.It is necessary to rationally allocate the incremental cost for construction and operation of Dongping Lake,and thus,the water price increment of the Eastern Route Project of South-to-North Water Diversion should be calculated.By means of the two-part water price,the water price increment of the Eastern Route Project of South-to-North Water Diversion was accounted.The results indicate that the basic water price increment of the 1st stage of the Eastern Route Project of South-to-North Water Diversion is 0.004 RMB yuan/m3,and the accounted water price increment is 0.004 RMB yuan/m3（non-agricultural water） and 0.003 RMB yuan/m3（agricultural water）,respectively.
