An Analysis of the Effectiveness of Japan's SMEs Financing Policy——Integration of Market Mechanism and Government Intervention

It is broadly agreed that government failure could appear when government interferes in economic activities.Nevertheless government intervention has been adopted by most countries as effective means to correct market failure.What is controversial is therefore how to balance market mechanism and government intervention to avoid both market failure and government failure.A unique mode is that of Japanese government,who bases the policies on market information and market research,and tests the policies in market.This integration of market mechanism and government intervention helps Japanese government to achieve both objects.One of the successful cases is Japan's SMEs financing policy,which not only presents the characteristics of Japanese government intervention,but also provides references for China's policy making and implementation.
