电改环境下管输企业用电直接交易若干问题及应对措施

电力体制改革中提出的电力用户与发电企业直接交易改革举措有助于管输企业降低管输用电价格。梳理了目前管输企业用电直接交易现状,分析了制约管输企业用电直接交易的4个主要因素:直接交易准入标准不明确,合同管理尚不成熟,独立输配电价尚未形成,站场较为分散导致用电较为分散。基于此,提出了6项应对措施和建议:加强政策研究;积极与政府主管部门、电力公司、发电企业沟通;与优质发电企业建立长期合作关系;建立谈判策略;建立直接交易合同管理制度;注重风险防控。为管输企业参与直接购电提供参考。

Study on the Problems and Countermeasures of Power Direct Trading for Pipeline Enterprises in the Environment of Electricity Reform

The direct trade reform of power users and power generation companies in the electricity system reform is helpful for the enterprises to reduce the cost of power transmission. The electricity direct trading status is combed, and 3 main restriction factors in the direct trading for pipeline enterprises are analyzed: direct trading access standard is not clear, contract management is not mature, independent transmission and distribution price has not yet formed. Based on this, puts forward five measures and suggestions: strengthen the research of policy; positive with government departments, power companies, power generation enterprises to communicate; and high-quality power generation enterprises established long-term cooperative relations; set up a price model and bidding strategies; establish direct trading contract management system. To provide reference for the management of enterprises to participate in direct purchase of electricity.
