Pondering over the Establishment for the Ranks of Qualified Teachers

It is a strategical mission to establish the ranks of teachers with fine morality, high quali-fication, rational structure and full of energy, which is also an important task with reality and precedent value. Setting view on the polytechnical college, the article proposed that there should be new concept, new approach and new mode to seek goal and countermeasures for establishing the ranks of teachers with high qualification.
