| 摘 要： | 政府知识管理是政府有意识地利用内外部网络以实现对政府组织集体知识的创造、传播、共享和最大化利用,最大程度地带动政府的创新服务,提升执政能力、竞争力和知识资本价值的过程。政府实施知识管理既要重视创新知识管理、竞争激励管理,又要转变观念,建立知识管理的行政文化观,建立知识管理组织体系,构建知识库及网络系统,建立扁平化组织结构,并逐步形成终身学习之风。
