| 摘 要： | 地方科技创新是依托国家科技创新体系的大背景而言的,它是以中小企业为主体创新体系;高校是科技创新尤其是地方科技创新当之无愧的主力军,高校图书馆是地方科技创新体系的构成要素。目前,地方科技创新存在"五缺乏与五制约",高校图书馆要根据地方科技创新的现状以及对信息需求的特点,从五个方面为地方科技创新服务给力。
