On Intellectual Economy and Development and Utilization of Foreign Periodicals in Libraries of Heigher Learning Institrtions

This article discusses intelectual economy and the necessity of developing and utilicing resources of foreign periodicals.In view of roreign perildicals'low utilization ratio at colleges and universities ,this paper analyzes the reasons of this situation,provides solutions and measures,and also pionts out the developing and utilizing direction of foreign periodicals right under the circumstance of intellectual economy.
