贵州省推动经济持续健康发展研究

2016年贵州省经济工作卓有成效,但在供给侧结构性改革推进中存在融资难、融资贵、电煤供应紧张等问题;在"两大战略"推进中存在产业支撑不足、数据底子不厚等问题;在固定资产投资中存在部分领域投资不振和项目落地较为繁琐等问题;开放型经济建设还需要面对周边自贸区"虹吸效应"、区域一体化"便车效应"和对接国家战略"边缘效应".要解决这些问题,建议全省围绕成本、要素"两大痛点",深化供给侧结构性改革;深耕数据、产业"两大基础",全力贯彻两大战略;降低显性、隐性"两大成本",引领投资提质增效;立足革新、融入"两个角度",推进内陆开放型经济试验区建设.

Study of Promoting Sustainable and Healthy Economic Developmentin Guizhou Province

In 2016, the economic work of Guizhou Province was very prominent, but there were issues in securing stable and cheap source of financing, and stable supply of electricity and coal in the supply side of structural reform. During the process of implementing "two big strategies", there was a shortage of industry support and insufficient data base. In terms of fixed assets investment in some fields, the progresses of some projects were sluggish and complicated. Meanwhile, the open economy construction also need to confront "siphon effect" from the surrounding free trade zone, "free ride effect" from the regional integration and "edge effect" in docking national strategy. To solve these problems, it is suggested that the province should focus on the two aspects of costs and factors, deepen supply-side structural reform, fully implement the two strategies of deep-ploughing data and industrial "two basic foundations", reduce the explicit and implicit "two major costs", make investment more effective with good quality. In addition, the province should also promote the development of the inland open economy pilot area with a focus on innovation and integration of "two perspectives".
